In the midst of the IMF financial crisis of 1997, a fishing boat captain desperate to keep his boat and his crew reluctantly agrees to transport some illegal cargo and discovers that he is smuggling Chinese immigrants to South Korea. With the coast guard breathing down their necks and a torrential storm on the horizon, the captain goes to extremes to maintain control of his ship even if that means turning it into a hell on water.
